Accessibility Statement
The Limmora Municipal Information Network (LMIN) is committed to providing accessible information and services to all residents, visitors, and observers, regardless of ability, device, or degree of alignment.
This Accessibility Statement explains:
- How we work to keep the Site usable and perceivable;
- Where you may encounter difficulty;
- How you can request assistance or adjustments from the Department of Records & Preservation (the “Department”).
The internal workings of the Grand Archive are subject to separate, more specialized protocols and are not described in full here.
1. Our Accessibility Approach
We aim to design and maintain the Site in a way that aligns, where reasonably possible, with recognized web accessibility standards, including:
- The Web Content Accessibility Guidelines (WCAG) 2.1, at the AA level, as interpreted by the Town of Limmora;
- Local requirements of Vestige County and any other jurisdiction that acknowledges Limmora’s municipal standing.
To this end, we strive to ensure that:
- Text is readable, resizable, and presented with sufficient contrast;
- Pages are structured with headings, landmarks, and lists that assist navigation;
- Links and interactive elements are labeled meaningfully;
- Essential information is not conveyed by color alone;
- Forms are labeled and can be completed using a keyboard, where technically feasible;
- Moving, flickering, or unexpected behaviors are minimized, or clearly indicated when they cannot be avoided.
Where minor anomalies are unavoidable due to the Town’s position on the edge of memory, we will do our best to make them predictable and non-harmful.
2. What You Should Be Able to Do
On the Limmora Municipal Information Network, you should generally be able to:
- Navigate most of the Site using only a keyboard;
- Navigate most of the Site using modern screen readers and other assistive technologies;
- Zoom in up to 200% without losing content or functionality;
- Read text presented with sufficient contrast against background colors;
- Understand where you are on a page via headings, page titles, and clear section labels;
- Use descriptive links (“View openings”, “Submit a report”) that make sense out of context.
We endeavor to provide text alternatives for important non-text content, such as images that convey meaningful information, maps of Limmora, or symbols that appear in public notices.
In cases where content is intentionally ambiguous or metaphysical (e.g., references to recurrences, overlaps, or constructs), we aim to convey that ambiguity in a way that remains understandable to users with assistive tools.
3. Known Limitations and Areas of Concern
Legacy Documents and Archived Content
Some older notices, scanned documents, or archived materials may not be fully tagged or structured for screen readers. In certain cases, they may be presented as images or facsimiles of original records.
Dynamic or Anomalous Information
Some portions of the Site may reference instability indices, recurrences, or overlapping events. These sections may include language that is intentionally unresolved. We recognize that this can be confusing and are working to provide plain-language summaries alongside such content.
Time-Based Messages
Certain alerts, such as siren tests or temporal advisories, may be time-sensitive. We attempt to ensure that these messages are clear and do not rely solely on visual cues (e.g., colors or brief flashes).
Third-Party Materials
If external tools, embedded content, or links are used, their accessibility is sometimes beyond our direct control. We do our best to select sources that support a wide range of users.
If you encounter content that is difficult to access—whether due to visual, auditory, or cognitive barriers—please let us know so we can address it or provide an alternate format.
4. Measures We Take
To help ensure the Site remains accessible over time, the Department may:
- Review new and updated content for structural clarity and compatibility with assistive technologies;
- Avoid unnecessary animation, flashing content, or disruptive auto-play behavior;
- Provide simple language or explanatory notes where concepts are abstract;
- Periodically test pages with keyboard-only navigation and common screen readers;
- Encourage staff and archivists responsible for posting content to follow accessible formatting practices.
In certain cases, archivists may also examine how different users move through the Site, in order to identify recurring obstacles or points of confusion. These observations are used to improve the experience, not to judge your navigation choices.
5. Cognitive Considerations
We recognize that some visitors may experience:
- Difficulty recalling whether they have seen a page or notice before;
- Moments of disorientation when dates, events, or descriptions do not appear to match recollection;
- Anxiety or uncertainty related to recurrences.
To support these visitors, we strive to:
- Label certain forms in straightforward terms;
- Use consistent layouts and navigation patterns across the Site;
- Avoid implying that confusion is a personal failing rather than a recognized feature of life in Limmora.
If you find that the Site’s content is causing distress due to discrepancies, you are encouraged to:
- Take breaks from the Site;
- Record your own notes outside the browser;
- Contact the Department through accessible channels for clarification.
6. Feedback and Assistance
We welcome feedback about the accessibility of the Limmora Municipal Information Network. If you:
- Encounter a page you cannot navigate;
- Find text that is too small or low-contrast;
- Cannot complete a form due to layout or labeling;
- Experience any other access-related difficulty,
Please contact the Department and describe:
- The page you were using (URL, page title, or description);
- The nature of the problem;
- The device, browser, and assistive technology (if any) you were using;
- Any steps that helped or made the situation worse.
Where the online feedback form cannot be found or refuses to appear, you may attempt the following:
- Refresh the page;
- Approach the Site again from an alternate route;
- Submit your feedback via an Unregistered Recurrence Report, clearly marking it as an accessibility concern.
7. Requests for Alternate Formats
Where possible, we will provide municipal information in alternate accessible formats upon request, which may include:
- Plain-text versions of complex documents;
- Simplified explanations of technical or metaphysical notices;
- Audio or large-print adaptations of key public announcements.
Certain archival materials—especially those that predate current accessibility practices or originate from unstable segments—may require additional time to adapt, or may be accompanied by a curator’s note describing their limitations.
8. Ongoing Improvement
Accessibility is not a one-time project but an ongoing practice.
We are committed to:
- Regularly reviewing key public pages for accessibility issues;
- Incorporating resident and observer feedback into improvements;
- Training relevant staff and archivists on accessible content practices;
- Adjusting our approach as standards evolve and as Limmora’s needs shift.
Some improvements may appear gradually, as pages are revisited or re-aligned.
9. Questions About This Statement
If you have questions about this Accessibility Statement or how it applies to your use of the Site, please contact the Department.
We will make every reasonable effort to respond in a timely manner, though response times may vary in the event of municipal disruptions, stability fluctuations, or large-scale reindexing.
By continuing to use the Limmora Municipal Information Network, you acknowledge that you have had the opportunity to review this Accessibility Statement and that you understand the Town’s ongoing efforts to make its public-facing records as accessible as possible—both to those who live here and to those who inexplicably find their way in from Elsewhere.
If the Site remains difficult for you to use, please know: this is not the outcome we desire. Your ability to see, hear, navigate, remember, and be counted matters to Limmora, and to the archivists who are quietly taking note.
